Belgium Issues EPIS Check Guidelines for Newspaper Retailers

Belgium's Gaming Commission has released technical guidance to help newspaper retailers prepare for mandatory EPIS player exclusion checks, which take effect May 1, 2026.

Certification Requirements Under New Framework

Technical note

The legislation requires EPIS checks to be conducted using certified computer systems installed on retailer devices. These systems must receive certification from institutions accredited under Title 2 of Book VIII of the Code of Economic Law, with oversight from the Gaming Commission's Technical Evaluations Department.

Responding to sector requests for clarity, the Gaming Commission's secretariat has prepared a comprehensive technical note to streamline the certification process for newspaper retailers preparing for compliance.

Certification Deadline

All newspaper retailers must have certified computer systems installed and operational by May 1, 2026 to comply with mandatory EPIS player exclusion checks. Systems require certification from accredited institutions under Gaming Commission oversight.

Industry Consultation Period Opens

The current document remains a working draft, with operators invited to submit questions and comments until Friday, January 23, via [email protected]. The Gaming Commission plans to publish the final technical note at the end of January 2026.

However, an update posted on January 28, 2026 indicates the final version's publication will be postponed by a few days due to the large volume of responses received from the gambling sector.

Consultation Opportunity

Operators can submit questions and comments on the technical guidance until January 23 via [email protected]. The Gaming Commission will incorporate feedback into the final version published at month-end.

This technical guidance represents a crucial step in Belgium's implementation of enhanced player protection measures within its retail gambling network. The development comes as Belgium halts F2 betting licences after decree annulment, creating additional complexity for newspaper retailers navigating the regulatory landscape.
