The Kansspelautoriteit has ramped up collaboration with sports organizations to enforce gambling advertising restrictions more effectively.

The Kansspelautoriteit (KSA) has significantly strengthened its partnership with sports federations and clubs to combat illegal gambling advertising in the Netherlands. This enhanced cooperation follows the implementation of stricter untargeted advertising prohibitions for gaming operators.
Since introducing the sports sponsorship ban, the KSA has contacted all sports federations to clarify their responsibilities under the new framework. The regulator reports no significant violations by licensed operators but has identified areas of confusion, particularly when foreign clubs display logos of legally operating providers in their home jurisdictions.
The authority now provides direct guidance to sports organizations, explaining regulatory requirements and collaborating on practical implementation strategies. This proactive approach aims to prevent inadvertent violations while maintaining competitive integrity.
Regulatory Clarification
The KSA has proactively contacted all sports federations to explain their responsibilities under the new advertising framework. Areas of confusion particularly arise when foreign clubs display logos of gambling operators that are legally operating in their home jurisdictions but not permitted in Dutch broadcasts.
Several positive examples demonstrate effective rule implementation across Dutch sports venues. Olympiacos Piraeus removed their foreign gambling sponsor logo when playing against Draisma Dynamo in Apeldoorn during CEV Cup volleyball competition.
Before the December 18 match between AZ and Jagiellonia Białystok, the KSA consulted with the KNVB regarding jersey logos. The visiting team's score-website sponsor was deemed compliant as it differed sufficiently from gambling branding and contained no gaming content references.
The regulator has also observed matches featuring blank jerseys or foundation-branded shirts, indicating clubs' commitment to regulatory compliance.
Enforcement challenges emerge during international competitions with multiple broadcast feeds. Following matches involving Ajax versus Internazionale and Go Ahead Eagles versus Stuttgart, the KSA issued compliance letters to affected clubs.
During the Go Ahead Eagles match, an unlicensed gambling banner appeared in summary footage distributed in the Netherlands, despite virtual advertising replacement for domestic broadcasts. While the unauthorized sponsor was properly masked during live coverage, editorial oversight allowed the original content into highlight packages.
These incidents prompted renewed emphasis on careful content management for international productions and summary materials distributed in Dutch markets.
Important
The KSA continues monitoring international broadcast feeds where virtual advertising technology creates jurisdiction-specific content versions.
Content Management Best Practice
Sports organizations should implement careful oversight of both live broadcasts and highlight packages when dealing with international matches. Virtual advertising technology can properly mask content during live coverage, but editorial teams must ensure the same compliance standards apply to summary materials distributed in restricted markets.
The authority maintains active dialogue with sports organizations while conducting regular compliance monitoring. Enforcement action will be taken where necessary to ensure adherence to untargeted advertising restrictions.
This collaborative enforcement model demonstrates how gaming authorities can work constructively with sports stakeholders rather than relying solely on punitive measures. The KSA's proactive consultation approach – particularly regarding edge cases like score websites and international broadcasts – provides a template for other European regulators grappling with similar advertising restrictions.
The focus on international content management also highlights emerging challenges as sports broadcasting becomes increasingly sophisticated, with jurisdiction-specific advertising technology creating new compliance complexities for both operators and sports organizations.
