The Kansspelautoriteit (KSA) has imposed a €750,000 fine on Tulipa Ent Limited, the operator behind the ComeOn casino brand in the Netherlands, for inadequate implementation of duty of care obligations between December 2023 and September 2024.
The Dutch regulator examined 10 player files belonging to young adults who had sustained significant losses. All examined cases revealed violations of mandatory player protection requirements. The investigation found that warning signs of problematic gambling behavior went undetected, leading to delayed or inappropriate interventions.
Young adult players lost thousands of euros within extremely short timeframes, while the operator allowed excessive deposit limits to be set. The failures highlighted inadequate monitoring systems for identifying at-risk gambling patterns among vulnerable demographics.
