De Kansspelautoriteit (Ksa) has imposed a penalty order on Adventure One QSS Inc., the company behind Polymarket, for operating illegal gambling services in the Netherlands without proper authorization.

The Dutch gambling authority demands that Polymarket immediately cease its activities in the Netherlands. Failure to comply will result in a €420,000 weekly penalty, with a maximum total of €840,000. Adventure One QSS Inc. operates the Polymarket platform, offering prediction market betting to Dutch consumers despite lacking the required license.

Understanding Dutch Gambling Licensing

The Netherlands operates under the Koa (Kansspelwet) framework that requires all gambling operators to obtain explicit authorization before offering services to Dutch residents. The licensing system covers traditional gambling, sports betting, and now extends to emerging financial prediction platforms, regardless of how operators classify their services.

Regulatory Dispute Over Market Classification

While Polymarket maintains that prediction markets fall outside traditional gambling regulations, the Ksa has taken a firm opposing position. The platform gained significant media attention for offering betting opportunities on Dutch elections, highlighting the regulatory concerns.
