The Dutch gambling authority has streamlined the process for guardians to register clients with gambling problems in the national exclusion system.

The Kansspelautoriteit (KSA) has simplified the registration process for guardians seeking to enroll clients with gambling problems in the Centraal Register Uitsluiting Kansspelen (Cruks), the Netherlands' central gambling exclusion register.
Previously, bewindvoerders had to demonstrate problematic gambling behaviour and prove damage caused to the client or their environment before forcing registration. The KSA has now modified these requirements, giving greater weight to the professional judgment of the bewindvoerder while requiring fewer additional supporting documents.
The streamlined process allows guardians to register clients in Cruks within two weeks, significantly faster than the previous timeframe that guardians complained was excessively lengthy.
Bewindvoerder Role
A bewindvoerder is a court-appointed financial guardian in the Netherlands who manages the finances of individuals unable to do so themselves, often due to mental health issues, addiction, or cognitive impairment. They have legal authority to make financial decisions on behalf of their clients.
People under guardianship regularly struggle with financial problems, which can either stem from gambling issues or be exacerbated by them. A Cruks registration prevents registered persons from accessing legal online gambling, gaming arcades, and casinos in the Netherlands.
Important
The KSA expects that guardians can now intervene more quickly when gambling leads to financial or social problems among vulnerable groups.

This administrative reform reflects the KSA's broader strategy to prevent vulnerable populations from incurring financial damage through gambling participation. By reducing bureaucratic hurdles, the regulator aims to enable faster protective interventions for at-risk individuals under professional care.
The Dutch regulator has been taking a comprehensive approach to vulnerable player protection, having recently appointed Wiebe Ruttenberg to its board to focus on digital transformation and oversight improvements.
Implementation Guidance
Guardians should maintain documentation of their professional assessment even though fewer supporting documents are required. This helps ensure continuity of care and provides evidence for potential future interventions or legal proceedings.
