Germany's gambling regulator GGL has intensified calls for licensed operators to take greater responsibility in combating illegal online gambling, delivering a direct challenge to the industry during ICE Barcelona.

The GGL maintained a presence at the international gambling trade fair from January 19-21, 2026, using one of the sector's most important global events to advance its regulatory agenda. ICE Barcelona ranks among the world's most significant industry gatherings for the gambling sector, providing the regulator with access to key international stakeholders.

During the event, GGL officials participated in presentations and roundtable discussions, exchanging insights with European regulatory counterparts and industry representatives on current sector developments.

ICE Barcelona ranks among the world's most significant industry gatherings for the gambling sector, running from January 19-21, 2026. The event provides regulators like GGL with direct access to key international stakeholders and serves as a crucial platform for advancing regulatory agendas on a global scale.

Coordinated Enforcement Strategy Outlined

At the "Gaming in Germany Breakfast" session, department head Nadja Wierzejewski detailed GGL's comprehensive approach to dismantling illegal online gambling operations. The regulator employs a coordinated package of measures including prohibitions, payment and IP blocking, advertising restrictions, and systematic action against all actors participating in the illegal gambling supply chain.

However, Wierzejewski emphasized that regulatory enforcement alone cannot solve the problem entirely.

Industry Accountability Challenge

The GGL issued a pointed appeal to licensed operators, urging them to more actively utilize their capabilities against illegal offerings. Legal operators possess comprehensive market knowledge, influence along the supply chain, and direct contacts to service providers – advantages that remain underutilized in the fight against black market operations.

The regulator specifically called for more rigorous partner selection processes and consistent distancing from illegal operators, arguing these measures could significantly amplify the effectiveness of state enforcement actions.

Market Stability Through Collaboration

GGL stressed that sustainable success against illegal online gambling requires coordinated industry-wide effort. Licensed operators and their service providers must recognize their essential role as partners in maintaining market stability and ensuring the legal gambling framework's long-term viability. This collaborative approach mirrors enforcement efforts seen in other European jurisdictions, such as the Dutch regulator's systematic crackdown on illegal operators.
