The Gambling Regulatory Authority of Ireland (GRAI) has strengthened its international regulatory partnerships by signing a Memorandum of Understanding with the Alderney Gambling Control Commission, establishing a formal cooperation framework as GRAI prepares to launch its licensing operations.
Anne Marie Caulfield, CEO of GRAI, hosted Andrew Gellatly, Executive Director of the Alderney Gambling Control Commission, at the Irish regulator's offices for the signing ceremony. The agreement establishes a cooperative framework between the two authorities aimed at strengthening their working relationship across all aspects of gambling regulation.
The MOU comes as GRAI's licensing function has commenced and is under way, with the regulator set to begin issuing licences this coming summer. The agreement reflects GRAI's strategy of building close collaboration with other authorities to ensure consistent regulatory approaches across comparable jurisdictions.
This follows GRAI's recent signing of cooperation agreements with several EU regulators, including the Belgian Gaming Commission, as the authority builds its international regulatory network ahead of full operations.
"The working relationship between Ireland and the Channel Islands is one that shares a common foundation of proportionate, innovative and professional regulation of gambling activities in both jurisdictions, and today's signing of the Memorandum of Understanding signifies our commitment to working side by side with the Alderney Gambling Control Commission to protect the public."
— Anne Marie Caulfield, CEO of the GRAI
"As the GRAI begins to issue licenses this coming summer, we look to counterpart regulators like the Alderney Gambling Control Commission to provide guidance and support, and we are grateful to Andrew and his team for their ongoing assistance as we continue to fulfil our public health mandate in protecting the most vulnerable in society, particularly young people."
— Anne Marie Caulfield, CEO of GRAI
MOU Framework Benefits
Memoranda of Understanding between gambling regulators typically include information sharing protocols, joint investigation procedures, and coordinated enforcement actions. These agreements enable regulators to track operators across multiple jurisdictions and share intelligence on compliance issues, creating a more robust regulatory environment than isolated oversight.
The partnership positions GRAI to leverage Alderney's established regulatory expertise as it transitions from preparation phase to active licensing operations, emphasising public protection and harm prevention priorities that align with both jurisdictions' regulatory philosophies.
