GRAI signs third MOU with Gibraltar regulator ahead of licensing

The Gambling Regulatory Authority of Ireland has strengthened its international regulatory network by signing a cooperation agreement with Gibraltar, marking another milestone in its preparation for operational launch.

GRAI CEO Anne Marie Caulfield signed the Memorandum of Understanding with Commissioner Andrew Lynam, representing Gibraltar's gambling regulator, during a ceremony in Dublin on 25 June. The agreement establishes a framework for cooperation between the two jurisdictions and outlines the fundamental principles for ongoing collaboration.

Third in Planned MOU Series

This marks the third in a series of MOUs that GRAI intends to establish with international gambling regulators as the authority prepares for its first phase of licensing operations. The agreement represents a formalisation of the working relationship that has already developed during GRAI's establishment phase.

Gibraltar's regulatory team has provided significant support and guidance during GRAI's setup process, contributing expertise that has proven valuable for the emerging Irish authority.

Cross-Jurisdictional Operator Focus

The cooperation framework addresses the practical reality of gambling operators maintaining licenses in multiple jurisdictions. With numerous gambling companies active in both Ireland and Gibraltar, the MOU creates pathways for enhanced regulatory coordination.

"This Memorandum of Understanding signed with the Gibraltarian Gambling Commissioner Andrew Lynam, representing the Gibraltar Regulatory Authority is a significant step in formalising the working relationship between regulators in Ireland and Gibraltar."

— Anne Marie Caulfield, CEO of GRAI

The GRAI chief executive emphasised the strategic importance of the partnership for operators working across both markets.

"Given how many Gambling Operators are active in both jurisdictions this Memorandum of Understanding will be the first step in cementing what will be a positive and mutually beneficial working relationship between both organisations."

— Anne Marie Caulfield, CEO of GRAI

MOU Implementation Timeline

Similar regulatory MOUs typically include quarterly coordination meetings, annual information-sharing reports, and 30-day notification protocols for significant enforcement actions. Most agreements also establish secure communication channels for real-time consultation on cross-border compliance issues affecting shared licensees.

Regulatory Precedent for Emerging Markets

GRAI's systematic approach to establishing international partnerships before launching full operations demonstrates a strategic model for emerging regulators. The authority's emphasis on information-sharing agreements with established jurisdictions provides operational insights and regulatory benchmarks.

For operators anticipating Irish market entry, these MOUs signal GRAI's commitment to coordinated oversight across jurisdictions where they maintain existing licences. The cooperation framework may streamline compliance processes while establishing clear channels for cross-border regulatory communication.

According to GRAI.
