GRAI unveils three-year strategy for Irish gambling reform

Ireland's newly established gambling regulator has outlined its strategic blueprint for transforming the country's gaming landscape over the next three years. The Gambling Regulatory Authority of Ireland (GRAI) published its Statement of Strategy for 2025 to 2027 on 15 October 2025, marking a significant milestone in the development of Ireland's modern gambling regulatory framework.

The strategy document establishes GRAI's priorities as it builds a comprehensive licensing and regulatory regime following its statutory establishment in March 2025 under the Gambling Regulation Act 2024. The authority will operate as an independent, self-financing regulator under the Department of Justice, Home Affairs and Migration.

Strategic Framework Unveiled

Minister Jim O'Callaghan TD, Minister for Justice, Home Affairs and Migration, launched the strategy alongside GRAI leadership, including Chair Paul Quinn and CEO Anne Marie Caulfield. The comprehensive plan centres on six functional areas that will guide GRAI's operations through 2027.

The strategic priorities encompass licensing, monitoring and compliance, enforcement, consumer protection and awareness, people and organisational governance, and digital-first initiatives. Each area includes specific objectives and deliverables designed to establish Ireland as a well-regulated gambling jurisdiction.

The Gambling Regulatory Authority of Ireland operates under a board governance structure with specialized committees for audit, risk management, and strategic oversight.
