Ireland Launches New Gambling Regulator with €20M Penalty Powers

Ireland has officially established its new gambling regulator, marking a fundamental shift in how the country oversees its betting and gaming sector. Údarás Rialála Cearrbhachais na hÉireann – The Gambling Regulatory Authority of Ireland – was formally launched on 5 March 2025 by Justice Minister Jim O'Callaghan, creating an independent statutory body with sweeping enforcement powers.

The Authority arrives equipped with significant regulatory teeth, including the power to impose financial penalties of up to €20 million or 10 per cent of turnover, whichever is greater. Additionally, a watershed restriction prevents gambling advertisements on television and radio between 5:30 AM and 9:00 PM, creating substantial limitations on when operators can reach potential customers through traditional broadcast media.

To address gambling-related harm proactively, the Authority will establish a Social Impact Fund collecting mandatory contributions from licensees. These funds will support research into gambling harms and finance initiatives raising awareness about associated risks.
