De Kansspelautoriteit (KSA) has imposed a €4,228,000 fine on Starscream Limited for operating illegal gambling services targeting Dutch consumers through three unlicensed casino websites.
The Saint Lucia-based operator faced enforcement action for offering gambling services via rantcasino.com, allstarzcasino.com, and sugarcasino.com without authorization from Dutch regulators. Players could create accounts, make deposits, and participate in gambling activities on these platforms.
The KSA investigation revealed multiple compliance failures. Starscream implemented no technical measures to prevent Dutch players from accessing their services, despite operating without a Netherlands gambling license.
The regulator highlighted serious consumer protection deficiencies, including the absence of visible age verification systems and the provision of autoplay functionality – features that can accelerate problem gambling behavior.
This penalty follows an earlier enforcement notice issued to Starscream for the same illegal operations, demonstrating the escalating nature of Dutch regulatory action against unlicensed operators.
