Dutch Authority Fines Starscream €4.2M for Illegal Gambling

De Kansspelautoriteit (Ksa) has imposed a substantial €4.228.000 fine on Starscream Limited for illegally targeting Dutch players through unlicensed gambling operations across multiple websites.

Illegal Operations Across Multiple Platforms

The Saint Lucia-based operator ran gambling services through rantcasino.com, allstarzcasino.com, and sugarcasino.com without proper licensing in the Netherlands. Players could create accounts, make deposits, and participate in gambling activities on these platforms without any technical measures preventing Dutch participation.

This enforcement action follows a previous last onder dwangsom (enforcement action with penalty) issued against Starscream for the same violations. The company lacked the required authorization to offer gambling services to Dutch consumers.

Player Protection Violations

The investigation revealed significant safety breaches on Starscream's platforms. Players could gamble without visible age verification systems, while autoplay features remained available – functionality that promotes addictive behaviors according to Dutch gambling standards.

These violations contrast sharply with the Netherlands' regulated gambling market, designed to maintain high protection standards for players.

Dutch Gambling Market Context

The Netherlands opened its regulated online gambling market in October 2021, requiring all operators to obtain specific licenses from the KSA. The licensing system includes strict technical requirements for geo-blocking, deposit limits, and mandatory cooling-off periods that unlicensed operators typically lack.

Regulatory Response Strategy

The Dutch Gambling Authority has a broad range of instruments for tackling illegal operators. Imposing administrative fines is one of them. Although collecting such fines presents challenges, particularly with parties outside the EU, we continue to use these fines to send the signal that we are cracking down hard on illegal gambling offerings in the Netherlands.
