The Kansspelautoriteit (KSA) has released an updated version of its Municipal Slot Machine Guide (or keep as proper noun with translation in parentheses), providing Dutch municipalities with enhanced tools for gambling machine supervision and enforcement. The revised guide addresses growing municipal demands for clearer regulatory guidance and responsibility delineation.
Enhanced Municipal Support Framework

The KSA developed the updated guide through direct collaboration with the Association of Dutch Municipalities (VNG) and extensive consultations with municipal employees across the Netherlands. These discussions revealed municipalities' primary need for greater clarity regarding illegal gambling identification and the division of oversight responsibilities between local authorities and the KSA.
The renewed guide incorporates the most current legislation and regulations, better aligning with municipal information requirements. Local authorities can utilize the resource across multiple operational areas: permit issuance and operation oversight, supervision and enforcement activities, and fulfilling duty of care obligations imposed on gambling machine operators.
Municipal Gambling Machine Authority
Dutch municipalities have specific legal authority over gambling machines through presence permits (aanwezigheidsvergunningen) and local enforcement via municipal bylaws (APV). Unlike other gambling forms regulated solely by the KSA, slot machine oversight involves dual jurisdiction, with municipalities controlling location approvals and the KSA managing operator licensing and broader compliance monitoring.
Practical Applications and Illegal Gambling Recognition
The comprehensive guide provides municipalities with practical tools for recognizing illegal gambling offerings and understanding their specific role in addressing such activities. Municipal officials now have clear guidance on enforcement boundaries and regulatory responsibilities.
“At the Kansspelautoriteit, we are responsible for the majority of gambling supervision in the Netherlands. We do this in a risk-based manner. Additionally, part of this supervision also falls under municipal responsibility. For instance, municipalities issue presence permits that allow gambling machines to be placed in specific locations, and they have the ability to tackle illegal gambling based on local regulations. In conversations with municipalities, we have seen that it is not always clear how far that responsibility extends, and that municipalities want to know more about what is and isn't allowed. With this renewed gambling machine guide, we help them with this, so they can better execute their part of the supervision.”
— Ella Seijsener, Director of Licenses & Supervision at Kansspelautoriteit
The KSA recommends municipalities adopt the guide as their standard reference document for gambling machine-related inquiries and similar gambling matters.
Strengthening Regulatory Coordination
This initiative represents a significant step toward improving coordination between national and local gambling oversight authorities, ensuring more effective enforcement of gambling regulations across Dutch municipalities.
