Spain Adds Women's Football to La Quiniela From July 2026

Spain's Council of Ministers has approved a royal decree that will structurally incorporate women's football into La Quiniela, the state sports betting system, with four Liga F matches to be included in each draw starting from 1 July 2026.

The measure, promoted by the Superior Sports Council and the Spanish Footballers Association, fulfils a parliamentary initiative that received unanimous backing in Congress in 2020. The original proposal from the Popular Group called for implementation within six months, but the mandate required almost five additional years to materialise.

Revenue Distribution Framework

The royal decree establishes a new distribution system for Gaming Activities Tax revenue derived from football betting. Under the reformed structure, 49.95% will be allocated to provincial governments through autonomous communities, while 45.50% goes to professional leagues.

The professional league allocation breaks down to 30.50% for the men's Liga Nacional de Fútbol Profesional and 15% for the Liga Profesional de Fútbol Femenino. The remaining 4.55% is assigned to the Real Federación Española de Fútbol for non-professional football development.

This model makes Liga F a direct beneficiary of La Quiniela revenues for the first time, a condition that previously did not exist for the women's competition.

Political Support and Implementation Timeline

President Pedro Sánchez highlighted the decision's broader significance on social media platform X:

Today we take another step to ensure the Spanish league remains an international reference. Women's football will enter La Quiniela. And its clubs will participate in its revenue, as already happens in the men's league. Professionalising women's football is much more than a sporting measure: it is a commitment to equality on and off the field

Pedro Sánchez, President of the Government

Education, Professional Training and Sports Minister Milagros Tolón emphasised the corrective nature of the legislation:

This measure corrects historical inequalities and places women's football where it deserves

Milagros Tolón, Minister of Education, Professional Training and Sports

Liga F Leadership Response

Liga F President Beatriz Álvarez welcomed the decree as a significant institutional and economic development:

The inclusion of our competition in La Quiniela represents a historic step that reinforces the visibility, growth and sustainability of professional women's football

Beatriz Álvarez, President of Liga F

Professional Development Context

The government frames this decision within the broader professionalisation process of women's football, which gained professional league status from the 2022-2023 season. Since professionalisation, the competition has received sustained public financial support.

The political debate surrounding women's football integration into La Quiniela has experienced several delays since 2020. Congress approved the original unanimous proposition, though parliamentary groups disagreed on timelines and approach. A subsequent 2024 initiative to study implementation also failed to materialise within projected timeframes.

Recent government support for Liga F includes €20 million in subsidies since professionalisation and an additional €21 million allocated to club infrastructure improvements.

La Quiniela Background

La Quiniela is Spain's traditional football pools betting system, operating as a state lottery where players predict match outcomes across multiple games. The system has historically generated significant revenue for Spanish football infrastructure and development programs, making Liga F's inclusion financially meaningful beyond the symbolic equality gesture.

Strategic Implications for Spanish Football

This integration represents more than regulatory compliance with parliamentary mandates. The decree establishes sustainable financing mechanisms that could accelerate women's football development across Spain's regional structure.

The revenue-sharing model positions Liga F alongside men's professional football in direct benefit arrangements, potentially influencing similar frameworks across European jurisdictions examining women's football commercialisation. Operators serving Spanish markets should monitor how this integrated approach affects betting patterns and regulatory expectations for gender-balanced sporting offerings.

The five-year implementation timeline suggests complex coordination requirements between gaming authorities, football federations, and regional administrations that other markets may need to consider when evaluating comparable integration strategies.
