Asturias Creates Centralised Electronic Gaming Registry

The Government of Asturias has published a decree establishing the regulatory framework for a registry of establishments dedicated to public entertainment and recreational activities, creating a centralised electronic census system specifically targeting the region's gaming sector.

The AZARplus initiative establishes an integrated information system designed for statistical, informational and operational purposes to catalogue the region's entire gaming offering. The administration structures the registry into six technical subsections, with Subsection IV specifically reserved for establishments offering recreational or gambling games.

Declarative Registration Framework

The decree establishes a declarative registration system, meaning establishments can operate immediately after obtaining municipal licensing without waiting for registry processing. According to the regulatory text, the registry has a declarative nature, with effective registration not being necessary for establishments to commence operations.

This approach ensures entrepreneurs can begin activity once they obtain the required municipal operating license without depending on the registration processing timeline, providing operational flexibility while maintaining regulatory oversight.

Technical Implementation Structure

The database will maintain individualised registration sheets for each establishment, recording technical parameters including maximum capacity, authorized acoustic level, cadastral reference, and property surface area. Municipalities bear responsibility for the technical execution of the census and must submit data electronically.

Local authorities must transmit new license data, ownership changes, or activity cessations within six months of issuance through electronic means. For currently operating establishments, the decree provides a transitional provision granting local administrations four years to complete data transfer to the regional system.
