Spanish National Police have dismantled a clandestine bingo operation in Barbate, Cádiz, seizing more than 10,000 betting tickets and substantial cash during a raid that exposed systematic regulatory violations and tax evasion.

The Unidad de Policía Nacional Adscrita a la Comunidad Autónoma de Andalucía (UPA) conducted the operation on 19 April, with officers from the Área de Juego y Espectáculos Públicos of the Jefatura Provincial de Cádiz intervening in the illegal gaming venue.

During the intervention, officers discovered 74 people actively playing bingo and confiscated exactly 10,255 game cards along with large quantities of cash. The establishment operated with all the typical features of a licensed bingo hall, including gaming screens, monitors, megaphone systems, control tables, and dedicated staff selling cards.

The venue even offered accumulated prizes for players who achieved bingo before a predetermined number of balls were drawn, closely replicating the standard operations of an authorised gaming facility.

Investigation and Authorisation Failures

The investigation began after officers received intelligence that irregular bingo activities were occurring sporadically at the location. Consultation with the Servicio de Juego de la Delegación del Gobierno de la Junta de Andalucía en Cádiz confirmed that no establishment in the area held valid administrative authorisation for bingo operations.

Further checks revealed that while the premises had previously operated as an authorised bingo hall under the name 'Bingo Costa de la Luz', this licence had been extinguished. The Dirección General de Tributos had issued a formal resolution terminating the establishment's installation and operating authorisation.

Before accessing the gaming area, they encountered a filtering system where an employee simulated consultation of the Registro de Prohibidos by requesting identification documents – a fake compliance procedure designed to appear legitimate.

The operation revealed multiple serious compliance breaches. The person responsible for supposed access control lacked authorisation to consult the Registro de Prohibidos, meaning no effective screening prevented access by individuals with gambling restrictions or addiction problems.

This failure created significant public health risks by allowing unrestricted access to potentially vulnerable players who should have been excluded from gaming activities.
