One of the most immediate practical changes concerns hostelry establishment managers, who currently face a significant technical barrier: access to the Joc-er platform is restricted exclusively to electronic DNI authentication. This limitation has hampered day-to-day operability for many licensees.

The draft regulation proposes resolving this by permitting other secure, widely-used authentication means. Certificates issued by accredited entities – specifically ACCV and FNMT – are expressly cited as acceptable alternatives under the proposed framework.

ACCV (Agència de Tecnologia i Certificació Electrònica) is the Valencian Community's own certification agency, while FNMT (Fábrica Nacional de Moneda y Timbre) is Spain's national mint and primary issuer of digital certificates. Both are recognised across Spanish public administration systems, meaning operators may already hold valid credentials from either body for other regulatory purposes.

The private sector now has fifteen calendar days to review the reform's background documentation and submit objections or technical suggestions. This consultation period represents a narrow but meaningful window for operators to shape the final regulatory text.
