While public discourse around the Video Assistant Referee continues to be dominated by criticism, new research reveals German football fans hold significantly more positive views about VAR technology than the heated debate suggests.
A representative survey conducted by Tipico Sportdatencenter in collaboration with ONE8Y shows that 69.6 percent of football-interested Germans see a positive influence of VAR on the game, whilst 69.2 percent find VAR decisions fundamentally comprehensible. The findings contrast sharply with recent sentiment in England, where Premier League fans have increasingly voiced opposition to video assistance.
Fairness Perception Drives Acceptance
The German data indicates VAR has achieved its core objective of improving match fairness. 75.3 percent of respondents rate referee performance as fair or very fair, suggesting the technology has enhanced officiating standards in the Bundesliga.
However, fan attitudes remain nuanced rather than unconditionally supportive. Only 20.9 percent consider VAR indispensable without restrictions, while 47.5 percent remain open to the technology but demand improvements to its implementation.
VAR acceptance appears higher than public criticism suggests, but fans want refinements to preserve football's emotional essence.
VAR Implementation Timeline
VAR was first introduced in the Bundesliga during the 2017-18 season, making Germany one of the early adopters among major European leagues. The technology underwent extensive testing in lower divisions before full implementation, which may explain the higher acceptance rates compared to leagues with more rushed introductions.
Game Flow Concerns Persist
The survey identifies where VAR struggles most with fan acceptance. 83.9 percent and 70.6 percent of respondents perceive the Bundesliga and 2. Bundesliga respectively as very or rather emotional competitions. This emotional connection faces challenges when VAR interventions disrupt match rhythm.
Among VAR opponents, 73.1 percent primarily criticise interrupted game flow – highlighting the tension between accuracy and entertainment value. Fans particularly value gameplay style, sporting tension and goal frequency, all elements directly affected by video review processes.
Research Methodology
The representative market research was conducted from 24 to 26 March 2024 (or the intended year) on behalf of Tipico by sports consultancy ONE8Y. A total of 1,376 participants from Germany who had previously indicated interest in football took part in the survey.
Tipico Sportdatencenter conducts monthly polling in partnership with ONE8Y to track German football fan sentiment, combining fan attitudes with performance data analysis covering tens of thousands of data points across competitions, teams and players.

The research suggests German football authorities have successfully positioned VAR as a fairness tool, but face ongoing challenges around implementation refinement. The data points toward a potential compromise approach – using VAR for clear and obvious errors whilst minimising microscopic reviews that damage match flow.
The contrast with English fan sentiment also highlights how VAR acceptance varies significantly between leagues and football cultures. For broadcast partners and competition organisers, the findings indicate that whilst VAR enjoys broad acceptance in Germany, preserving emotional engagement remains crucial for long-term fan satisfaction. The survey data suggests the future VAR debate should focus less on whether the technology belongs in football, and more on how to optimise its application to maintain the sport's dynamic and emotional appeal.
