The Kansspelautoriteit has addressed Holland Casino Online and Vbet for offering prohibited betting markets on own goals, highlighting fresh enforcement of the Netherlands' sports betting integrity framework.
The Dutch regulator launched an investigation after receiving reports about own goal betting offerings. The probe revealed that Holland Casino Online and Vbet were the only gambling operators in the market that frequently offered such bets.
Own goal bets are not permitted under Dutch regulations because own goals are classified as negative events with elevated matchfixing risk. Both operators have since removed these betting options from their platforms and implemented additional control measures to prevent recurrence.
Dutch Market Context
The Netherlands operates one of Europe's most restrictive regulated gambling markets, with only 10 licensed operators currently authorized to offer sports betting. The [KSA maintains zero tolerance for integrity violations](/blog/gambling-regulation-news/ksa-hits-starscream-limited-with-4-2m-fine-for-illegal-ops), having issued over €30 million in penalties since market liberalization in October 2021.
The KSA's intervention aligns with its ==Sports Betting Integrity Guideline==, published on 22 December 2025. The guidance document explicitly identifies own goals as prohibited negative events, emphasising that such occurrences are relatively easy to influence and carry inherent matchfixing risks.
Warning
Beyond own goals, Dutch regulations also prohibit betting on yellow cards, corner kicks in specific time periods, and player-specific disciplinary actions. These markets are classified as high-risk due to their susceptibility to manipulation by individual players without affecting match outcomes.
Both Holland Casino Online and Vbet have satisfied the regulator's requirements through their remedial actions. The KSA considers the matter adequately resolved following the operators' swift compliance and implementation of preventive controls.
